The New Mexico Cannabis Control Division (CCD) published a series of YouTube videos to help users navigate the new state system. Here is a directory of these videos to easily browse and support training.
NMS2S Compliance Q&A
CCD collected licensee questions through an online form and is answering them across a series of videos. These are not workflow walkthroughs — they are CCD's own answers on how the rules apply, with regulatory citations. CCD has said 65 questions were submitted and that further videos will follow.
- Compliance Q&A Part 1 – Regulatory and Compliance - CCD's compliance manager answers regulatory questions with NMAC citations. Covers why tested flower still requires pre-roll testing once converted (and how to avoid testing twice by designating flower for pre-roll production up front), testing by batch rather than by unit, the 15-pound batch definition and why NMS2S cannot change it, when portioning a concentrate does and does not trigger retesting, plant tagging for immature versus mature plants, what each standard harvest field means, daily reconciliation duties, third-party POS integration, loss-of-access obligations, and the rule that only genetics may be introduced through a genetics request.
- Compliance Q&A Part 2 – Technical - The technical half of the same series. NMS2S Courier Guides
- NMS2S Courier Overview Guide - High-level tour of the courier module: login with a multi-factor code, selecting a courier location, then the Delivery Agreements, Deliveries, Courier Drivers, and Courier Vehicles tabs. Deliveries assigned to the courier can be searched and filtered, and opening a sale ID reaches the delivery details and manifest.
- Certify Delivery Agreements - For agreements a retail or consumption business initiated. Open the agreement showing Pending status, click Review and Certify, review the details and certification statement, check the acknowledgement box, and certify. The agreement becomes active and can be used for courier deliveries.
- Request Courier Delivery Agreement - The courier can also initiate the agreement. Delivery Agreements → Request Delivery Agreement, search for and select the retail or consumption business, review the certification statement and check the acknowledgement box, then submit. The request stays pending until that business reviews and certifies it.
- View Deliveries, Print Manifest - The Deliveries tab lists deliveries assigned to the courier. Select the sale ID to open the delivery details and reach the associated delivery manifest, then use Print Manifest and the available print options to produce a copy for the delivery.
- Add a New Courier Driver - Managed from the courier location's own Courier Drivers tab, which is a separate registry from both the transfer driver list and a retailer's sales-floor courier drivers. Enter first name, last name, license state, and the last four of the driver's license number.
- Add a New Courier Vehicle - From the courier location's Courier Vehicles tab, click Add New Vehicle. Enter nickname, make, model, year, color, license plate, and a 17-character VIN; the vehicle description is optional. The vehicle then appears in the courier vehicles list and is available for courier operations.
NMS2S Inventory Room Guides
- Add/Change Product Name - Inventory actions → Add/Change Product Name. The previous name is shown, blank if the item was never named. Enter the new name, save, and confirm; the room list then shows the updated name.
- Adjust Inventory - Actions → Adjust Inventory. The adjustment screen varies by inventory item and product type, so the fields shown reflect what is being adjusted. Enter the new total, the adjustment type, a related item ID if there is one, and a reason. Note that adjustments cannot currently be done in bulk — one item at a time.
- Create Deli-Style Cannabis - The source dry flower must have passed required testing before it can be converted. Enter the amount to deduct from the original item and pick a destination inventory room; a new inventory ID is created for the deli-style cannabis. Conversion to deli-style cannot be undone.
- Create Trim - Actions → Create Trim. Enter the trim weight to deduct and the destination room. A new inventory ID is created for the trim and the weight comes off the original item.
- Add Item to Manifest - A transfer manifest must already exist in draft status. Actions → Add to Manifest, select the draft manifest, and confirm. Several items can be added at once by checking them and using Bulk Actions.
- Split Inventory Item - Actions → Split. Enter the amount to deduct from the original and the room for the new item. A new inventory ID is created for the split portion and the amount is deducted from the source. Splits cannot currently be done in bulk — one item at a time.
- Move to Room - Actions → Move to Room, select the destination, and confirm. The item leaves the current inventory room and appears in the destination room.
- Move to Sales Floor - Eligibility rules apply before an item can move: it must have passed testing and be either packaged through manufacturing or eligible deli-style cannabis, and the location must hold a retail license.
- Revert Finalize Cure - Available to producer locations only, since reverting returns the item to production as wet flower. The action is blocked if the cured inventory has already been transferred, sold, packaged, split, manufactured, destroyed, or otherwise used, which preserves traceability.
- Print Labels - Actions → Print Label, then choose printer type and label template. Printing completes through your own device's printer configuration window.
- Schedule Destruction - Enter a destruction date and time at least 72 hours out, select the category of destruction, and enter a reason. The item holds in Scheduled for Destruction status until the 72-hour requirement is met.
- Finalize Destruction - Available only after the item was scheduled and the 72-hour waiting period has passed. Enter the date of destruction and the waste facility name. Once finalized the destruction is permanent and the item leaves active inventory.
- Manage Columns - Choose which columns appear, both on the Inventory Rooms tab and inside an individual room. Select or clear columns, then Save and Apply.
- Bulk Actions - Check the inventory IDs you want and click Bulk Actions. The actions offered depend on eligibility, and one is only available when every selected item qualifies for it. Merge is used as the worked example.
- Transformational Remediation - The item must have a failed testing status that qualifies for transformational remediation. Submitting automatically creates a volatile solvent extraction process material item, which must then go through the appropriate extraction process using manufacturing actions before a new testing sample can be created and sent for remediation testing.
- Non-Transformational Remediation - The item must have a failed testing status that qualifies for non-transformational remediation. Enter the sample quantity to be used for remediation testing; a new testing sample ID is created automatically and the original item stays in Pending Remediation status while the sample goes to the lab.
- Merge - Covers merging through Bulk Actions: enter the amount to take from each source item, and a new inventory ID is created for the merged item with the amounts deducted from each original. Note that this recording is identical to the Bulk Actions video above.
NMS2S Manufacturing Guides
- Manufacturing Overview - High-level tour of the manufacturing module: login with a multi-factor code, selecting a manufacturing location, then the Inventory Rooms, Transfers, and Archive tabs. Note that the manufacturing actions offered on an item depend on both the product type selected and the manufacturing license class the location holds.
- Create Unpackaged Pre-Rolls - From a dry flower item, Manufacturing Actions → Create Pre-Rolls Unpackaged. Enter the weight to deduct from the original and the weight per pre-roll; the system auto-calculates the total packages. A new inventory ID is created for the unpackaged pre-rolls. Note that unpackaged pre-rolls do not inherit the flower's test results and must complete pre-roll testing before packaging.
- Create CO2 Extraction Process Material - From dry flower, set the output product expiration date and the amount to deduct; total extraction process material weight calculates automatically. The expected yield field is informational only and does not represent the actual yield from extraction.
- Infuse Cannabis Material, Part One - Select the infused cannabis material concentrate action on a dry flower item, set the output expiration date and the amount to deduct, then choose the concentrate to infuse with and how much of it to deduct. A concentrate inventory item must already exist before infusion. The system calculates the combined weight of the new infused material.
- Infuse Cannabis Material, Part Two - Despite the title, this video covers completing a CO2 extraction rather than an infusion. From a CO2 extraction process material item, Manufacturing Actions → Extract CO2 Extraction, then enter the output product expiration date, the cannabis waste weight generated, and the weight of concentrate yielded.
- Package Inventory Items - The item must have completed required testing before it can be packaged. Enter the weight to deduct and the number of packages to create; weight per package calculates automatically. This action cannot be undone, and neither can any other manufacturing action.
- Print Labels in Bulk - Check the inventory IDs you want, Bulk Actions → Print Labels, review the selection, then choose printer type and label type and print.
- Print Inventory Labels - The single-item version: Inventory Actions → Print Label, choose printer type and label template, then print through your device's printer configuration window.
NMS2S Organization Admin Guide
- Organization Admin Guide - For organization admins, who see a Manage Users button at the top of the page. The Manage Users screen lists every user in the organization alongside the locations each one can access. Adding a user takes first name, last name, email address, and phone number, then a Location Access section where you select each location the user should reach and set their access level there: read-only to view information at that location, or read/write to view information and also complete available actions.

- NMS2S Producer Overview Guide - High-level tour of the producer module: login with email/password plus an emailed or texted verification code, selecting a license location, then walking the Production Rooms, Inventory Rooms, Transfers, Genetics Request, and Archive tabs, including restoring archived records to active inventory.
- Add Production Rooms - Click Add New Room from the Production Rooms tab, name it, select a room type, and save. The system returns a new room ID; clicking that ID opens the room to manage plants.
- Submit a New Genetics Request - One request can hold multiple items (seed and clone together). Set material type, quantity, and birth date per item, then assign destinations, seeds to an inventory room, clones to a production room. Requires a 50-character reason and sits in Pending until an administrator reviews it. Note that only genetics may be introduced this way, not inventory.
- Adding Clones from Mother Plants - Add New Plant → Mother Plant, select the mother, enter the number of clones, birth date, and destination room. Strain name inherits from the mother, and you can pull from additional mothers in the same entry.
- Adding Seedlings from Seeds - Seeds must already exist in an inventory room, from a harvest or an approved genetics request. Add New Plant → Seed, pick the seed, enter quantity planted (cannot exceed quantity remaining), confirm or edit the strain name, set birth date and destination room.
- Designate a Mother Plant - The plant must already be vegetative or mature. Open Item Details and check "designate as a mother plant." The designation is permanent, and a green check then appears in the Mother Plant column.
- Change Stage - Promoting plants seedling/clone → vegetative → mature. Select the plant ID, choose Change Stage from Actions, enter the quantity to promote, pick the new stage, and confirm. A New ID window lists every plant ID the promotion created.
- Standard Harvest - Harvest mature plants singly or in bulk. Enter harvest end date, expected dry flower weight (an estimate only, actual dry weight is set later at cure), wet weight, waste, expiration date (defaults to one year out), pesticides, seed yield, and trim yield. Wet flower routes to a production room; seeds, waste, and trim route to an inventory room. Bulk harvest requires every selected plant to be mature and share the same strain name.
- Partial Standard Harvest - Same fields as a standard harvest, but the plant stays active in production with a purple "partially harvested" status. Only one partial harvest is permitted per plant.
- Fresh Frozen Harvest - Enter harvest end date, expiration date, wet weight, waste weight, pesticides, and destination inventory room. Fresh frozen material goes straight into inventory and skips the curing process entirely.
- Partial Fresh Frozen Harvest - The partial version of the above: identical fields, plants remain in production with a purple partially-harvested status, and the material still bypasses curing.
- Finalize Cure - Actions → Finalize Cure. Set the cure date, then enter wet flower weight (if different from what was logged at harvest), dry flower weight, waste, trim, and seed yield. Select the destination inventory room; a new ID is generated and the finished dry flower lands there.
- View Item, Harvest Details, and Item History - The three record tabs on an item: Item Details for current info, Harvest Detail for what was captured at harvest, and Item History for the full activity and traceability trail.
- Move a Plant to a Different Room - Actions → Move to Room, then pick a destination. Also covers clones and seedlings, which can move to either a production room or an inventory room.
- Submit Waste Collections - For waste generated off a plant during production that must be tracked separately. Actions → Collect Waste, enter the waste weight, select the inventory room to store it, and submit. A new inventory ID is created for the collected waste.
- Schedule Inventory for Destruction - Actions → Schedule for Destruction. The destruction date and time must be at least 72 hours in the future, a category of destruction must be selected, and the reason must be at least 50 characters. The item holds in Scheduled for Destruction status until then; also shows how to cancel.
- Finalize Destruction - Available only after the 72-hour wait. Select the scheduled ID, choose Finalize Destruction, set the destruction date, enter the waste facility name, and confirm. The item is removed from active inventory.
- Perform Bulk Plant Actions - Select multiple items and click Bulk Actions. Available actions depend on the selection, every item must be eligible for the same action, such as several vegetative plants all moving to mature.
- Print Label - Select the plant ID, Actions → Print Label, choose printer type and label template, then print. Plant labels display the plant ID and strain.
- Print Labels in Bulk - Same flow through Bulk Actions to print labels for multiple items at once.
NMS2S Retailer Guides
- Retailer Consumption Overview - High-level tour of the retail and consumption modules: login with email and password plus a multi-factor code, selecting a location, then the Inventory Rooms, Sales Floor, Dispensing, Sales History, Delivery Agreements, Transfers, and Archive screens. Notes that consumption licenses work like retail except they cannot do retail courier services.
- Move Inventory to Sales Floor Room - The same process for retail and consumption locations. The item must be sales-floor eligible, meaning packaged items that have passed testing or eligible deli-style cannabis. Actions → Move to Room, then select the retail or consumption sales floor.
- Moving Sales Floor Inventory Items Back to Main Inventory Rooms - From the sales floor tab, open the inventory ID and use the Move Item Back to Inventory section at the bottom of the window to select the destination room. The item leaves the sales floor and returns to that room.
- Look Up a Medical Patient - From the sales floor tab, click Look Up Medical Patient and enter the patient's medical cannabis card ID to review card type, application ID, and 90-day units remaining.
- Dispense Products for Sale - Click Dispense from the sales floor, select customer type and dispense type, then search for and add items to the ticket. Enter quantity, dollar amount, and tax for each item before checking out. A retail dispense ticket ID is generated and the sold quantity comes off sales floor inventory.
- Dispense Products for Medical Patients - Select Medical as the customer type and enter the medical card ID; card type and 90-day units remaining populate automatically. Tax is not used for medical sales. Checkout records the sale in sales history and updates the patient's remaining units.
- View Sales History - Sales History sits inside the sales floor tab. Filter by date range, customer type, status, and source, then open a sale ID to review everything recorded for that transaction and print the retail dispense ticket if needed.
- Add a New Courier Driver - Retail only: not available to consumption locations, and only for retail locations approved for retail delivery. Managed under Sales Floor Room → Courier Drivers, which is separate from the transfer driver registry. Enter first name, last name, license state, and the last four of the license number.
- Add a New Courier Vehicle - Same retail-delivery restriction as courier drivers, and managed under Sales Floor Room → Courier Vehicles. Enter nickname, make, model, year, color, license plate, and VIN; description is optional.
- Dispense a Delivery Order - For retail locations approved for retail delivery only, not consumption. Set dispense type to Delivery and fulfillment to Retail Delivery, then select your own courier driver and vehicle (both must already exist in the system), enter the delivery address and travel route, and build the ticket. The retail delivery manifest is then available in Sales History.
- Request a Delivery Agreement - Available to both retail and consumption locations. Delivery Agreements tab → Request Delivery Agreement, search for the licensed courier business, then review the certification statement and check the acknowledgement box. The agreement sits in Pending status until the courier reviews and certifies it.
- Certify a Delivery Agreement - The other side of the request, for agreements a courier business initiated. Open the agreement pending your certification, review the details and certification statement, check the acknowledgement box, and certify. The agreement becomes Active and can be used for courier deliveries.
- Dissolve a Delivery Agreement - Open an active agreement, select Dissolve Agreement, and enter a reason. The agreement changes to Inactive, stays visible in the list for historical reference, and can no longer be used for new courier delivery orders.
- Dispense a Courier Delivery Order - Available to both retail and consumption, but the location must already hold an active delivery agreement with the courier. Set dispense type to Delivery and fulfillment to Courier Delivery, then select the courier business followed by its driver and vehicle, enter the address and route, and build the ticket. A delivery manifest is generated for the courier.
- View or Print Delivery Manifest - From the Sales History tab, open the sale ID for a delivery order and use Print at the bottom of the detail window to print the delivery manifest.
- Void a Dispense - From Sales History, open the sale, scroll down to Void Dispense, and enter a reason for the void. Any inventory from the voided dispense returns to available sales floor inventory.
NMS2S Testing Lab Guides
- Testing Labs Overview Guide - Tour of the testing lab module: the Inventory Sample screen with status summary counts, the actions available depending on a sample's current testing status, the Analyte Settings tab where the lab manages analytes and establishes limits of quantitation (LOQs), and the Transfers tab for reviewing incoming sample manifests. Once all required testing is complete and finalized, the sample record becomes read-only.
- Enter Test Results - Requires a sample in Pending or In Progress status. The required panels depend on the product type, with an additional residual solvent panel for items that need it. Walks through potency, microbiological, pesticide, and visual inspection panels; each takes a sample weight plus per-analyte results, with LOQs pulled from the lab's analyte settings and the system calculating result percentage, total THC, and total CBD. Pesticide results can be entered as a range with an exact measured value. Finalizing calculates the official pass/fail status, applies that status to the source inventory item the sample came from, and locks the record against further edits.
- Finalize Testing Sample Destruction - Requires that the sample was already scheduled for destruction and the 72-hour waiting period has passed. Enter the date of destruction and the waste facility name. Once finalized the destruction is permanent and the sample no longer remains in active inventory.
- Analyte Settings Configuration - The lab's analyte list with its established limit of quantitation (LOQ) values. Enter a new LOQ and it saves automatically once you click away, overriding the system's default LOQ for that analyte at that lab. Updated values apply to future tests and tests that have not been started; testing already in progress continues using the LOQ values that were in place when that testing began.
- Schedule Inventory for Destruction - The testing-lab version of the destruction schedule. Enter a destruction date and time at least 72 hours out, select the destruction category, and enter a reason. The sample displays as Scheduled for Destruction until the 72-hour period has passed.
- Receive a Testing Sample - From the lab's Transfers tab, and only once the sender's actual departure date and time has passed. A testing sample can be either fully received or rejected, with no partial option. Enter the arrival date and time plus the manifest receiver's name; once submitted the sample becomes available on the Inventory Sample screen for testing.
- View Inventory Item Information - On an open sample, the Inventory Item Information tab shows the item details together with the source inventory item the testing sample was created from, so the lab can confirm what the sample came from.

- Fully Receive a Transfer Manifest - The manifest stays Pending until the sender's actual departure date and time passes, then shows Ready to Receive. Every item needs its own decision, mark each Fully Received, then enter arrival date and time, receiver name, and destination inventory room, and submit.
- Add a new Vehicle - Transfers → Vehicles → Add New Vehicle. Enter nickname, make, model, year, color, license plate, and VIN; description is optional. The vehicle is then selectable on future manifests.
- Create a Manifest - Only destination organization and actual departure date/time are required to save a draft, and that departure time controls when the receiver can accept. Covers the three transport types, source organization transport, receiver agent pickup, and RLD/CCD representative, plus driver, vehicle, contact phone, and route. Stays in draft until inventory is added from the inventory rooms.
- Add a New Driver - Transfers → Drivers → Add New Driver. First name, last name, license state, and the last four of the driver's license number.
- Create Testing Sample, Send Inventory Item to Testing Lab - The full lab workflow end to end: create a draft manifest to the lab, create the sample off an inventory item (sample quantity plus testing category, full panel compliance or R&D), add the sample to the manifest, then finalize. The manifest shows Pending until the departure time passes, then Sent.
- Add Item to Manifest, Finalize Manifest - From the inventory room screen, Actions → Add to Manifest, then select the draft manifest. Works one item at a time or across several at once through Bulk Actions.
- Partially Receive a Transfer Manifest - Mark the item Partially Received and enter the quantity actually received, which cannot exceed the manifest quantity, with optional notes explaining why. Only the received quantity enters your inventory, the remainder is released back to the sending organization.
