Entering Hemp Inputs into Metrc (New York)

For New York adult-use cannabis processors using hemp-derived ingredients (CBD isolate, distillate, crude oil, biomass, terpenes, etc.) in cannabis products. This guide covers getting a hemp input properly tracked in Metrc and synced into Flourish.

Before You Start

You'll need:

• An adult-use cannabis processor license (cannabinoid hemp processors who are not also adult-use licensed are not required to track hemp inputs in Metrc)
• A certificate of analysis (COA) confirming the input contains no more than 0.3% total THC
• Access for your Metrc STS Administrator, who handles the External Transfer request

Steps

1. Set up the item in Flourish

• Go to Admin > Inventory > Items and create a new item for your hemp input.
• Set the Category to Hemp Concentrate – Bulk for liquid or extract inputs (isolates, distillates, crude oil), or Hemp – Bulk for raw hemp flower or biomass.
• Hemp Concentrate – Bulk does not require a strain. Hemp – Bulk does.

2. Request an external transfer window from OCM

• Hemp inputs can't be entered as a normal package in Metrc. Because they originate outside the regulated cannabis supply chain, they must come in through Metrc's External Transfer function.
• Have your STS Administrator email STS@ocm.ny.gov to request the transfer window.
• OCM typically responds within 2 business days with a limited window during which the input must be entered. Plan ahead — you can't create the transfer until this window opens.

3. Create and accept the transfer in Metrc

• Log into Metrc directly and go to Transfers > External.
• Register the hemp input as an incoming external transfer during your open window.
• Accept the transfer once the quantities match your physical inventory.

4. Sync the transfer into Flourish

• In Flourish, go to Inbound > Transfers.
• Click Sync Transfers.
• Confirm the quantity and unit of measure match what you physically received. Flourish creates the package in your inventory under the item from Step 1.

Best Practices

• If you hold both a cannabinoid hemp processor license and an adult-use processor license, keep hemp inventory physically and administratively segregated between the two.
• Keep COAs and batch records on hand. OCM may request them during an inspection.
• Set up the item in Flourish before your external transfer window opens so you're ready to enter it the moment it's available.

Troubleshooting

If the transfer doesn't appear in Flourish after syncing, confirm it was fully accepted in Metrc first. Flourish can only sync what Metrc shows as received.

Flourish also runs an automated sync every 24 hours, but don't rely on it during a time-sensitive external transfer window. Use the manual Sync Transfers button instead.
