This guide walks through the official steps for reporting beginning inventory in Metrc for New York cannabis licensees. It applies to all facility types except Transporters.

1. Tag Ordering

This activity occurs in Metrc (ny.metrc.com)

  • Order tags from the Admin > Tag Orders menu.
  • Only licenses with cultivation permissions can order both plant and package tags.
  • Tags are one-time use only and must be received physically before being confirmed in Metrc.

2. Admin Setup

Before entering the beginning inventory:

Metrc Admin (ny.metrc.com)

  • Add Employees to the facility account within Metrc.

Flourish Settings (app.flourishsoftware.com)

All data will sync into Metrc from Flourish. Some data is synced across licenses, so it's best to create it directly in Flourish.

3. Creating Beginning Inventory

Live Plants (Cultivation Only)

Flourish will automatically create all plants that are active (clone/veg/mother/flower). Note the special rules about mother plants. You must close all harvests.

Packaged Inventory

Flourish will push all inventory into Metrc as an External Transfer. You can also use this to intake inventory not yet in Flourish.

  • Use Transfers > External > Incoming to create a Beginning Inventory Transfer
  • Fill in type, contact info, route details, item name, quantity, and packaged date
  • After registering, complete the transfer to assign package tags to physical inventory

4. Testing Status for Beginning Inventory

  • All beginning inventory enters Metrc with a "Not Submitted" testing status

In an ideal world....

  • Sell tested product before bringing inventory into Metrc
For testing that occurred prior to Metrc:

Submit an Electronic Test Sample to update the test status:

  1. Select the package and click Create Package within the action menu
  2. Toggle "Lab Test," and assign a new tag and enter the Lot Number if not there.
  3. Choose the correct test types previously completed
  4. Add this to an order and shipment
  5. Push this to Metrc as a Transfer Template
  6. Register this Transfer Template to send it to the lab
  7. Adjust the packages from Step 1 back up to the current quantity.
  8. Once test results are entered into Metrc by the lab, the source packages will show "Test Passed"
