Integration Overview

Flourish Software is an internal seed-to-sale tracking system and point-of-sale system fully integrated into the Florida Office of Medical Marijuana Use (OMMU)'s BioTrack Seed to Sale System in accordance with this announcement from January, 2024:

The Florida Department of Health (“Department”) is committed to ensuring that all licensees are provided with accurate information related to the upcoming Seed-to-Sale Tracking System integration and the procedures that apply to Emergency Rules 64ER24-1 and 64ER24-2, F.A.R. section 381.986(8)(d), Florida Statutes, by establishing procedures and requirements for the initial and continued integration of an MMTC’s internal seed-to-sale tracking system with the Department’s seed- to-sale tracking system. The effective date of both 64ER24-1, F.A.R. (“MMTC Seed-to-Sale System Integration”) and 64ER24-2, F.A.R. (“MMTC STS Tracking System Procedures”) is January 12, 2024.

In order to assist licensees in the timely and efficient integration to the state’s seed-to-sale tracking system, please review the following highlights:

• The OMMU’s vendor, BioTrack, has developed the application programming interface (API) that will connect to the licensee’s seed-to-sale tracking system. It will be the responsibility of the licensee to provide a connection to the developed API to the state’s seed-to-sale tracking system.

• A licensee is authorized to employ any internal seed-to-sale tracking system and/or point-of-sale system that has received official approval from the Department, provided that these systems demonstrate full compatibility with the state’s seed-to-sale system.

Furthermore, in accordance with 64 ER 24-1 (2) a licensee is mandated to utilize an internal seed-to-sale tracking system that remains fully integrated with the Department’s seed-to-sale tracking system.

The internal seed-to-sale tracking system is considered fully integrated with the Department’s seed-to-sale tracking system only when it successfully establishes real-time connectivity and communication through an API.

• Authorization for the use or access of the licensee's internal seed-to-sale tracking system is strictly limited to designated individuals and entities outlined in 64 ER 24-2(5), F.A.R.. These authorized users encompass:

Licensee owner, officer, manager, or employee;

The licensee's internal seed-to-sale tracking system vendor;

The Department’s seed-to-sale tracking system vendor.

It is imperative to note that no other third-party system is granted permission to utilize or access the licensee's internal seed-to-sale tracking system, in accordance with 64ER24-2 (5). Any deviation from this authorization framework, including unauthorized access by third-party websites, shall render the licensee liable to disciplinary action as stipulated by Rule 64-4.210, F.A.C.

Integration Highlights

  • There is no direct log-in to the BioTrack STS system. All authentication and actions take place through Flourish's software. Flourish will indicate that data is successfully "in sync" with the state system.
  • Flourish submits data in real time to the BioTrack STS system to update this state traceability solution with the relevant details mandated by the OMMU. Flourish uses a queuing method for certain actions to ensure messages reach BioTrack STS, thus users will see a "pending sync" icon until the BioTrack STS confirms the data.
  • Certain fields and workflows are required by the BioTrack STS system, and thus Flourish's help documentation reflects how to best use Flourish aligned with this solution.

Data Integrated to BioTrack

Only cannabis (packaged) inventory and related actions are synced to the state track and trace system. Delivery Devices sold at retail and dispensed to the MMUR are also included. Ingredients, packaging supplies, and the like are not integrated. No "historical" data is submitted to BioTrack when taking a company onto the system for the first time.

Items are not "synced" to BioTrack. Instead they are used during inventory creation and submitted as an attribute to the package (barcode)

Item Class & Category

Categories are aligned with BioTrack inventory types and categories and used with items during inventory creation

Strains

Strains are not "synced" directly to BioTrack. Instead, they are used during plant and inventory creation.

Plant IDs

Plants are submitted to BioTrack. BioTrack returns back the generated Plant ID, which is visible in Flourish.

Harvests

Harvests are submitted to BioTrack from Flourish.

Package IDs

Packages are submitted to BioTrack. BioTrack returns back a generated Package ID Barcode, which is visibile in Flourish.
