Create Plants in Metrc: State Differences
How creating plants differs by Metrc state: plant batch tags vs names, the per-batch plant limit, burning a package tag, cloning from batches, and tissue culture.
Creating plants generally works the same way in every Metrc state, but a few fields change based on your state's Metrc rules. Flourish reads your facility's Metrc configuration and shows or hides those fields for you. This article explains what each variation means so you know what to expect on the screen.

Plant Batch Tag or Name
Metrc identifies every immature plant batch. States handle this one of two ways:
- Tag states (for example California): select an unused plant tag from your tag inventory as the Plant Batch Tag. Load tags into Flourish before you start.
- Name states: type a Plant Batch Name. It must be unique in Metrc for your license.
Maximum Plants per Batch
California limits an immature plant batch to 100 plants, and Flourish won't let you enter more. Many other Metrc states use the same 100-plant cap. If you need more plants than the limit, create more than one batch. The multiple plant batches screen makes this quick: add a plant batch per 100 plants in the same set.
Burning a Package Tag
Some states require clones to be cut into a package first, then planted from that package. Flourish combines both steps:
- You select an unused package tag. On the single-batch screen this is Available Package Tag; on the multiple batches screen it's Package Tag to Burn.
- Flourish creates the interim clone package in Metrc on that tag.
- Flourish immediately creates the plant batch from that package, which consumes it.
The package tag is used up, or "burned." It can't be reused, and you don't need to create or finish the interim package yourself. [VERIFY: whether the tag shows as used in Admin > Tags automatically, or needs to be voided]
- The field only appears where your state's Metrc setup requires the interim package.
- On the multiple batches screen, the field is hidden when the origin is a plant, and can appear when the origin is a plant batch.
- New York doesn't use this step. In New York, you can't package and clone from an immature plant batch; clone from mature plants instead.
Cloning from a Plant Batch
Where your state allows it, the origin list includes existing immature plant batches as well as individual plants. Where it doesn't, only plants are listed.
Plant Batches with No Source
Some states let you create opening-balance plant batches without an origin plant, batch, or package, typically for a period after the state launches Metrc. Flourish supports this on the multiple plant batches screen while your state allows it.
Tissue Culture
Where your state allows tissue culture plantings, a Plant Origin Type field lets you pick Clone or Tissue Culture. Where it doesn't, the field is hidden and every batch is created as Clone. Metrc rejects tissue culture batches in states that don't accept them.
